The Department of Human Resources seeks to hire the most qualified candidates for positions throughout the City, and to empower each employee for success.

Division Objectives

  • Administer Civil Service as provided by NYS Civil Service Law and Local Civil Service Rules
  • Administer contractual bargaining agreements through advising, implementing and disseminating relevant information
  • Research, gather, compile and present data used in interest arbitration, mediation and fact finding
  • Perform investigations and assist and advise management in the matters of disciplinary and grievance actions and contractual disputes
  • Administer employee health, dental and retiree benefit programs
  • Administer Worker's compensation, Life and Unemployment insurance programs for all city employees
  • Administer employee training programs and compliance with Affirmative Action and Americans with Disabilities
